Steps to reproduce

  1. Make sure the Quake window is the only WT window open.
  2. Start WT with the parameter to use the most recently used window: wt --window 0.
  3. Observe that the Quake window is activated.

Expected Behavior

A new WT window is created.

Actual Behavior

Quake WT window is activated.

huh so this is a regression. wt -w 0 where _quake is the MRU window isn't supposed to work.

The inverse is tracked in #10561
