Steps to reproduce

Open terminal (tab 0), open a new tab (tab 1), call wt focus-tab -p in the new tab.

Expected Behavior

Terminal should focus the tab 0.

Actual Behavior

A new tab is opened (tab 2) and the focus goes to tab 1.

Note that the issue was not present on v1.22.12111.0.
