Add option to not cover start bar with full screen #23655

Description of the new feature

When executing full screen window the window covers the start bar.

Would it be possible for an option disable by default for Windows Terminal to not cover the start bar if the desktop where the window is being fullscreened has a start bar. Otherwise, if the desktop doesn't have a start bar it is just like normal full screen.

I don't consider maximize the solution to this since the title bar is still shown.
