Description of the new feature

Windows has a built-in virtual touchpad that can be used on touchscreen-enabled devices to navigate touch-averse apps with a regular mouse cursor and left/right mouse buttons. Unfortunately this virtual touchpad has no effect in Windows Terminal. Not only can you not select any text in the terminal (see #5159) but you can't even switch tabs or open the setting menu. Windows Terminal appears to completely ignore the cursor altogether. Even if selection can't be fixed, it would be nice to at least navigate the tabs and settings.

Edit to add: it appears that this bug only manifests when the Terminal has been opened in Administrator mode.

Interesting, I've just gone back to check and it immediately worked. So then I tried again in my original window and I realized it was a terminal opened via the Terminal (Admin) start menu option. For some reason it appears that the Admin mode doesn't register virtual mouse input.

UGH. Okay, so... This is MSFT-40147433 (dropping this for any microsoft folks who come by) which suggests that it doesn't work for any elevated applications. That sucks. What sucks more is that it's from 3 years ago and was resolved as "Won't Fix" (or really, "By Design", but you know. Six of one, half-dozen of the other.)
