Steps to reproduce

Open Windows Terminal on a desktop.
Open Windows Terminal on other desktops.

Expected Behavior

No response

Actual Behavior

Even though I selected "Attach to the most recently used window on this desktop" for the "New instance behavior" in the settings, if I have an existing window on one desktop and create a new terminal on another desktop, it still attaches to the most recently used window (which is the terminal window on the first desktop).

Thanks for filing! This is a /dup of #18652 which was fixed by #19458. The fix should be available on the Canary channel, but we'll propagate that fix up to Preview soon 🙂
