Steps to reproduce

split 4 even panes, check remember session in the setting, restart terminal, high chance panes are rearranged to 3 pane vertically left, 1 pane right, or 2 pane shrunk together in upper left quarter and so on.

Expected Behavior

This seems identical to #19723. I haven't triaged the other issues yet, but I'll close this one as a duplicate for now.
