I spent some time prototyping what it would take to relay connection information between processes to power both default app changing and tab tear off.

I've associated this with the tab tear-off issue for now, but it could really be either.

I'm marking this as not-draft PR because I'd like to merge it in even though the spec as a whole remains in a drafty/not-totally-complete state. I just want to keep track of everything I learned as of this point in time in a permanent state and use it as fuel for future work/features that fully implement this.
