Windows build number: 10.0.18362.476
Windows Terminal version (if applicable): Trying latest, can't install

Any other software?

Corporate laptop, Store disabled via corporate GPO, Sophos installed

# Steps to reproduce

1. Ran "choco install microsoft-windows-terminal" as admin
2. Got error saying Microsoft.VCLibs.140.00 was missing
3. Installed it via https://download.microsoft.com/download/B/E/1/BE1F235A-836D-42AC-9BC1-8F04C9DA7E9D/vc_uwpdesktop.140.exe
4. Got same error
5. Tried --force --force-dependecies
6. Same error

Expected terminal to install, and potentially resolve dependencies
