Clear command doesn't clear the screen #6255

Environment

Windows build number: 18363.628
Windows Terminal version: 0.8.10261.0

Steps to reproduce

  1. Open the powershell tab in the terminal
  2. Execute any commands so that their output takes more than one screen vertically (for exemple, run ls multiple times)
  3. Run the clear command

Expected behavior

All previous output is cleared, the tab is not scrollable, a user can't scroll to the output that was before the clear command.

Actual behavior

After executing the clear command the content of the tab is scrolled so that the last line is at the top of the screen. The scrollbar is present and can be scrolled up. A user can scroll to the output that was before the clear command
