Windows build number: Windows 7 SP1
Windows Terminal version (if applicable): N/A

Steps to reproduce

Build PublicTerminalCore.dll and run it through depends.exe

Expected behavior

The referenced dlls should be the same before this PR as after.

Actual behavior

PublicTerminalCore now references many dlls which are not available downlevel (specifically the forwarder dlls)
