Steps to reproduce

Launch Windows Terminal as Administrator, open multiple tabs, and drag tabs around, Windows Terminal will crash. There is no such issue in non-administrator mode.

Expected behavior

Should not crash.

Actual behavior

Windows Terminal crashed.
