Windows Terminal version (if applicable): 0.9.433.0

PowerShell: 6.2.4

Steps to reproduce

I was trying out diff-so-fancy with their recommended color settings, and encountered a very strange issue. I'm not convinced this is a problem with Windows Terminal, but I don't have enough knowledge in this area to be sure so I wanted to see what you all think.

The minimum reprod is to run the following perl script. I've also run the equivalent PowerShell script, which works correctly; see screenshot below.

binmode(STDOUT, "encoding(UTF-8)");
$bar = "\x{2500}" x 50;
$yellow = "\e[38;5;11m";
$reset = "\e[0m";
print "$yellow$bar$reset\n";

Expected behavior

A 50-char yellow line is displayed.

Actual behavior

Strange, repeating glyphs appear, in foreground-color and a gray highlight.
