Windows build number: Version 10.0.18363.778
Windows Terminal version (if applicable): 0.11.11.21.0

Steps to reproduce

Create a keybinding with multiple shortcuts. Example:

       {
            "command": "paste",
            "keys": [
                "ctrl+shift+v",
                "shift+insert"
            ]
        }

Expected behavior

No errors/warnings

Actual behavior

An error message saying that there are multiple keys defined, which is not allowed. However both keybindings seem to work. Workaround:

        {
            "command": "paste",
            "keys": [
                "ctrl+shift+v"
            ]
        },
        {
            "command": "paste",
            "keys": [
                "shift+insert"
            ]
