Windows Terminal version (if applicable):1.0.1401.0

WSL: Vim, TMUX

# Steps to reproduce
1. Open WSL Session
2. Hold Down Enter / Create some lines in terminal
3. Open VIM/Tmux (A linux console app)

# Expected behavior
WSL Console App should eliminate Windows Terminal ability to scroll and lock window view.

# Actual behavior
Even though a WSL console app is running, Windows Terminal is able to scroll up, easily knocking the console app out of view.
