Steps to reproduce

Using the wt command with "-d" parameter to open a root path

Expected behavior

wt -d "E:\" => Open a new tab with CMD/GitBash in E:\
wt -d "E:\My Terminal Config" => Open a new tab with CMD/GitBash in E:\My Terminal Config

Actual behavior

wt -d "E:\" => A new tab opended with saying: [Error occurs while launch "cmd.exe" 0x8007010b]
wt -d "E:" => A new tab opended with saying: [Error occurs while launch "cmd.exe" 0x8007010b]
wt -d "E" => A new tab opended with saying: [Error occurs while launch "cmd.exe" 0x8007010b]
