Steps to reproduce

Note: I have a custom italian (IT) keyboard, identical to the one provided originally by Windows. I only added the 2 (essential) chars ` and ~ (through Alt Gr + ' and Alt Gr + ì like on Linux). I created the new layout with Microsoft Keyboard Layout Creator 1.4.

Open an SSH or WSL env and just type ~ or ` using Alt Gr + ì or Alt Gr + '.

Expected behavior

Windows Terminal shows previous chars.

Actual behavior

None of the chars are written to the terminal.
