ENGR00118645 MX51:Change configurations for ubuntu 9.10

Browse Source 
1. Disable CONFIG_SYSFS_DEPRECATED for udev
2. Enable CONFIG_RFKILL for USB dongle
3. Enable CONFIG_USB_VIDEO_CLASS for cheese
4. Enable ext4 file system
