Migrate spelling-0.0.21 changes from main

Static libraries are only cracked open when there is an unresolved
symbol to be resolved. This means that if a symbol from a static library
isn't referenced *it is completely lost* (on a file-by-file basis).

For DLLs composed entirely of a static library, this can be
**disastrous**: the entire static library will be discarded. It results
in pretty much empty DLLs.

TerminalControl ended up as a 36kb library containing only DllMain,
which we specifically requested that it include.

This commit introduces another custom build rule that lets any project
consume an *entire* static library and makes TerminalControl depend on
it for linking TerminalControlLib in its entirety.

The linker will strip out any unused code *after* including the entire
library.
