Microsoft Windows NT 10.0.22000.0 (Windows 11 dev preview)

Steps to reproduce

run the command wt -w 0

PS.
wt -w 0 `; focus-tab -t 2
Gives the same behavior

Expected Behavior

Terminal remains in focus and the newly created pane is now in focus.

Actual Behavior

The terminal minimizes.
