Test Environment:
OS: Windows 11 Version 21H2 (OS Build 22000.168)
Screen Reader: Narrator
Tool: Accessibility Insight for Windows

Steps to reproduce

Repro Steps:

  1. Open Windows Terminal.
  2. Open Settings page using "Ctrl + ',' ".
  3. Open Narrator using 'Win + Ctrl + Enter' key and ensure Scan mode is ON.(Turn on Scan on mode using 'Caps lock + Space' keys).
  4. Navigate after 'Save' button in scan mode using 'down' arrow key.
  5. Observe the issue.

User Experience:
Screen Reader user will be impacted here if reading order of control is incorrect as result, they will get confused and find difficulty to found them if they are come in expected reading order.

Expected Behavior

Title bar, System Settings, minimize, maximize, and close control should come first in reading order when Screen Reader user navigate in scan mode by arrow key.

Actual Behavior

Reading order of Title bar, System Settings, minimize, maximize, and close control is incorrect when Screen Reader user navigate in scan mode by arrow key as it is coming after last control. Same issue repro throughout the app.
