Opening the Command Palette from the UI doesn't work #20231

Steps to reproduce

Try to open the Command Palette through the UI.

Expected Behavior

The Command Palette appears.

Actual Behavior

Sometimes the window appears for less than a second and then disappears, sometimes it doesn't appear at all (opening it using the keyboard shortcut works fine.)

@zadjii-msft I don't know whether it's related, but I have Windows Terminal Version 1.20.240322002-preview and for me Ctrl+Shift+P does nothing. Maybe it quickly opens and closes the window, but as I'm blind, I cannot track this really. Kind of frustrating because it was the only way to rename a tab for me. Thanks.
