Windows build number:  10.0.18362.0
Windows Terminal version (if applicable): 0.5.2681.0

Any other software? No

Steps to reproduce

Edit settings.json to and change the powershell background to #000000

Expected behavior

Background should become black

Actual behavior

Doesn't change the background, instead keeps it as the powershell default which is blue, (Even when using powershell core)
