Steps to reproduce

Just installed Windows Terminal.Opened it, opened tmux, splitted the screen and noticed that
tmux command "set -g mouse on" wasn't working (already in my .tmux.conf).I re-entered the
command manually, nothing changed.

In addition, while using tmux, i also checked for similar issue with set=mouse"a" of vim, which also
wasnt working as expected.
