It happens when your system app color is light, but forced Terminal to become dark.
Turning the system app color in Settings to "dark" may fix this.

Yes- If you want dark window borders, use dark theme. This is true across Windows.

@DHowett-MSFT This should be considered as a bug. White border only occurs when the window is snapped. On every other cases it worked well.

I'm not seeing this when snapped if system==dark and terminal==dark. This is expected.
