Environment

Windows build number:  10.0.18363.720
Windows Terminal version: 0.9.433.0

Steps to reproduce

Run the following batch file using cmd.exe within Windows Terminal

@echo off
:loop
echo a
goto loop

Expected behavior

Cursor should not blink, like in conhost.exe.

Actual behavior

Cursor is blinking
